The government has decided that Investinor may reinvest NOK 940 million from the state budget rather than return the money to the treasury, business minister Cecilie Myrseth told Finansavisen during a StartupLab breakfast. The funds come from Koinvesteringsfondet for Nord-Norge and Såkornfondordningen, and when combined with amounts from the Presåkornfondordningen the total available to Investinor could exceed NOK 1 billion in the coming years.
The state has provided Investinor with NOK 8 billion in capital. According to reporting, Investinor’s own equity returned an average of minus 4 percent annually over the past five years, while the company has repaid NOK 1.4 billion to the state and paid NOK 25 million in dividend for 2025. The reinvestment decision keeps the funds in the state venture vehicle to support Norwegian startups and venture funds instead of being absorbed into the central budget.
