Bergen parking app sale sparks dispute over new service fee

A fee introduced by Hi Tech Mobility after its acquisition has pitted the app operator against Bergen Parkering. Hi Tech Mobility told BA it needs the charge to fund upgrades; the municipal parking company says the operator cannot impose the surcharge and is advising customers how to avoid it.

A public dispute has emerged in Bergen after Canadian Constellation Software, through its TSS unit, acquired local app-maker Hi Tech Mobility. The app operator has added a 15% surcharge on parking payments; Bergen Parkering — owned by Bergen municipality and a former 39% owner in Hi Tech Mobility — says the fee cannot be imposed and may pursue legal action, local paper BA reported.

Hi Tech Mobility told BA it introduced the fee after failing to agree with Bergen Parkering on financing necessary upgrades, citing needs for better privacy, cybersecurity and usability. NAF Bergen has urged members to stop using the app; Bergen Parkering says it is informing customers how to avoid the charge (pay at machine, QR before exit, or pay in a browser within 48 hours).

TSS Norge Holding’s annual accounts state the acquisition cost 46 million NOK and that 9 million NOK was injected into Hi Tech Mobility; end-2024 cash was 10.4 million NOK. Hi Tech Mobility reported a 3.3 million NOK profit in 2025 but TSS took an 11 million NOK dividend, leaving 2.5 million NOK in the company, and administrative fees billed by the new owner rose (reported by TSS’s accounts). Constellation said in a press release the group had revenue of 11.6 billion USD (117.2 billion NOK) in 2025.
